Ghost Town To Be Built In New Mexico As Huge Research And Testing Site

In the heart of southeastern New Mexico lies a small scientific ghost town that will harbor the latest next-generation technology. But not one person will be able to reap the benefits because it will have a population of zero.

In Lea County, officials have planned a $1 billion city without residents to help researchers test advances from renewable energy to intelligent traffic systems to automated washings machines, reported the Associated Press.

"The only thing we won't be doing is destructive testing, blowing things up -- I hope," said Bob Brumley, senior managing director of Pegasus Holdings, reported the AP.

The city will be built by Pegasus Holdings. Brumley said the company plans to begin constructing the CITE, also known as Center for Innovation, Testing and Evaluation, by June 30.

As I am doing the following research, I stumbled on a very interesting situation. I will continue to research, but want to put this up front: The company about which I am writing in the following is called Pegasus-Global Holding, Inc. and the URL is http://www.pegasus-global.com/ . When following the link for Pegasus-Global which is listed in the original article, this is the web page where you are taken. However, in my research, and when I put in the name of the project (CITE), another web page came up, with a company called Pegasus Global Holdings (no hyphen) and the URL is http://www.pegasusglobalholdings.com As yet I don't understand this, but be assured I'm going to find out! The following post is about the first company, the one linked to in the original article. The second post will be on the second firm, the one which discusses CITE on its web site. :hmm :huh

NOTE: I am not attempting to make any connections or allegations from the following research, just doing a little digging.

Pegasus Holding, Inc. will be constructing the town. (I find it interesting that this firm as well as its major officers are skilled in risk management and risk assessment, as well as arbitration and crisis resolution. Is this project considered to be very risky?)

It seems that there are two different companies, one named "Pegasus-Global Holdings, Inc." and the other called "Pegasus Global Holdings, LLC. " Legally the differences are enough to determine two separate companies, and perhaps the author of the article mistakenly linked to the former, rather than the latter. I still find it strange..... but looking at what we know of the latter company, it definitely fits the profile of what the project seems to be about. Sorry for being so long-winded and if mods think appropriate, I'll delete the rather long post on the former company, which may have been linked to CITE by accident. :hmm

The original article and other similar announcements seem to say that New Mexico officials planned the project and picked Pegasus Global Holdings to carry out the construction, thus I was looking for the investors who were backing CITE. However that is not the case. Here is how it came into being:

With the support of Governor Susana Martinez, Pegasus and the State of New Mexico entered into a Memorandum of Understanding (MOU) in August 2011, which serves as an authoritative document defining the goals of CITE.

In October 2011, Pegasus created CITE Development, LLC, a fully-owned subsidiary based in Albuquerque, NM to oversee the development of CITE and to manage the public/private advisory board established in the MOU. The advisory board is comprised of leading representatives of the academic, national laboratory, and private enterprise communities.
