Envelope tests positive for ricin at Washington mail facility

Washington (CNN) -- An envelope that tested positive for the deadly poison ricin was intercepted Tuesday afternoon at the U.S. Capitol's off-site mail facility in Washington, congressional and law enforcement sources tell CNN.

Senate Majority Leader Harry Reid said he was told the letter was addressed to the office of Sen. Roger Wicker, R-Mississippi. A laboratory in Maryland confirmed the presence of ricin after initial field tests indicated the poison was present, according to Senate Sergeant-at-Arms Terrance Gainer.

However, the FBI said additional testing is needed as field and preliminary tests produce inconsistent results.

"Only a full analysis performed at an accredited laboratory can determine the presence of a biological agent such as ricin," according to the bureau. "Those tests are in the process of being conducted and generally take from 24 to 48 hours."

In a statement late Tuesday, the U.S. Capitol Police said more tests would be conducted at the Army's biomedical research laboratory at Fort Detrick, Maryland.

The letter had a Memphis, Tennessee, postmark and no return address, Gainer wrote in an e-mail to senators and aides.

(CNN) -- Test results were expected Thursday on letters possibly contaminated with the deadly poison ricin that were sent to President Barack Obama and Sen. Roger Wicker this week.

The FBI arrested Paul Kevin Curtis in connection with the case at his home in Corinth, Mississippi, on Wednesday, the department said in a statement.

The letters, which were discovered on Tuesday, were addressed to Wicker, a Mississippi Republican, and to Obama. The justice department release said a third letter was sent to a Mississippi justice official.

The letters to Wicker and Obama were stopped at a government mail-screening facility after initial tests indicated the presence of ricin.

Because initial tests can be "inconsistent," the envelopes were sent off for additional tests, an FBI statement said.

The letters read: "To see a wrong and not expose it, is to become a silent partner to its continuance."

They were signed "I am KC and I approve this message," a source said.

The line in the letters about exposing "a wrong" comes from John Raymond Baker, a longtime Texas chiropractor, his wife said. It's been widely quoted online, but Tammy Baker sounded surprised that it was used in the letters under scrutiny in Washington.

When contacted by CNN, she said she was not aware of the letters and that the phrase refers to her husband's general philosophy of care.

She said their office phone started ringing frequently Wednesday afternoon, and it was "kind of freaking out our other employee."

A 2006 post on a blog for Baker's office said the comment originally was a criticism of insurance companies. Since then, the site said, it "has been a quote that has been picked up and quoted (sometimes without attribution) around the net" and "people are using it about all kinds of injustices."

WASHINGTON -- Federal officials have dismissed charges against Paul Kevin Curtis, a Mississippi-based Elvis impersonator originally charged in connection with mailing ricin to lawmakers, because an "ongoing investigation has revealed new information," a federal official said in a court filing late Tuesday.

Curtis was released from jail earlier Tuesday. His attorney scheduled a press conference for Tuesday evening.

FBI agents were searching the home of another Mississippi man, Everett Dutschke, on Tuesday afternoon. Curtis' lawyer said a grand jury had indicted Dutschke.

Curtis was originally charged with sending ricin-filled letters to President Barack Obama, Sen. Roger Wicker (R-Miss.) and a judge in Lee County, Miss. But an FBI search turned up no evidence of ricin in his home or any evidence that he researched how to make the poison.

Dutschke denied any involvement in the ricin case in an interview with a local newspaper, though he admitted he spoke with FBI agents on Thursday and allowed them to search his home. TPM spoke with Dutschke Tuesday shortly after the news of Curtis’ release.

“I’m alive,” Dutschke said when asked how he was.

Dutschke expressed disbelief when told of Curtis’ release.

“What did you just say?” he asked.

We repeated that Curtis had been released.

“You’re kidding me,” said Dutschke. “For what?”

We told him we were unsure and asked whether he knew if officials were still investigating him in the case.

“I really can’t answer that question at this exact second,” he said.

Dutschke then said he had to go. Subsequent attempts to speak with him were unsuccessful. Less than an hour later FBI agents arrived at Dutschke’s house and he told local reporters on the scene they were there to question him.

This is not Dutschke’s first brush with the law. Earlier this year, Dutschke, who operates a taekwondo studio in Tupelo, Miss., was charged with one count of child molestation for a case involving a 7-year-old female. He was then released on bond. TPM attempted to speak with his attorney in that case, Lori Nail Basham, but her office said she was in court and unavailable to speak with us. Basham’s office would not comment about whether she was representing Dutschke in the ricin investigation.

We also contacted the Tupelo Police Department to inquire about Dutschke and were referred to the FBI. Neither the FBI or the Lee County Sheriff have responded to requests for comment. McCoy has also not responded to a request for comment. In an interview with CNN Tuesday, McCoy said the case against Curtis had not yet been dismissed but she was confident he is “100 percent” innocent and “absolutely” certain he had been framed.

James Everett Dutschke arrested in connection to ricin letters case

James Everett Dutschke was arrested at 1 a.m. at his home in Tupelo Saturday and turned over to the U.S. Marshal Services without incident, Tupelo Police Chief Tony Carleton, confirmed Saturday morning.

FBI has confirmed the arrested is in connection an investigation into poisoned letters sent to president, others, The Associated Press reports.

Federal officials staked out the South Canal Street home of Dutschke all day Friday after searching his home and taekwondo studio Tuesday and Wednesday.
