US-Israel drill simulates missile attacks from Iran, Syria, Lebanon, Gaza

The US and Israel launched Operation Juniper Cobra 10, the biggest missile defense exercise of their regular biennial drills, on Wednesday Oct. 21. Taking part in the two-week drill are 1,000 military personnel on each side. According to US military sources, the exercise which simulates the advanced capabilities of shared air defense systems, sends a message to Tehran that America will support Israel's defenses in attacks from Iran or its allies in the region.

The great importance Washington attaches to the drill is underscored by the appointment of US Sixth Fleet chief Adm. Mark Fitzgerald as joint commander, especially as it takes place weeks after President Barack Obama scrapped US plans to deploy missile interception systems in Poland and the Czech Republic. They are to be replaced with a missile shield tailored to handle short- and medium-range missiles, which constitute the bulk of Iran's arsenal and are carried in the first stage by warships.

The American Navy's AEGIS Ballistic Missile Defense systems and advanced radar are taking part in Juniper Cobra aboard a fleet of 17 US warships docked in Israel's naval ports for the exercise. American and Israeli radar stations are strung along the Israeli coast to spot dummy missiles launched from sea to test their intercept performance.

On Sept. 16, American Galaxy transports airlifted in batteries of Patriot and THAAD anti-missile systems and military vehicles for the exercise. Israel's Arrow 2 Theater Ballistic Missile Defense System and Patriot anti-missile missiles are also taking part in the drill.

A senior Israel officer said Tuesday night that the ability of X-band radar technology to detect incoming missiles at a distance of hundreds of kilometers will have its first test. X-band radar was installed last year in a US military compound at the Israeli Air Force Nevatim base in the Negev.

Until the drill ends on Nov. 3, roads running south will be closed at intervals as hardware is moved around in accordance with simulated enemy missile attacks.

U.S. To Be Hit By Massive Cyber Attack On Feb. 16. Asterisk.

On February 16, at about 10:00 am ET, the U.S. will be hit by a massive, crippling cyber attack from an unknown entity. Key players will convene in the White House situation room and plan the response, from mitigation to (possibly) retaliation. It'll be live on television -- G.N.N.

Of course, my knowledge of this attack will not add me to the radar screens of the FBI -- they know about it too. The reason I felt compelled to write a pseudo-serious lead to this post is because, for the first time, a cyber attack is going to be war-gamed, in public, for all the country to see. It will be quite realistic, featuring senior intelligence and national security officials, including former directors of intelligence agencies and combatant commands and homeland security advisers. A production company has been hired to re-create a White House Sit Room in the Mandarin Oriental Hotel, and professional scriptwriters have been working with experts to create a real-life scenario.

The sponsors of the event include companies with financial stakes in the future of cyber defense -- General Dynamics is one -- but also companies whose transactions are the lifeblood to the American economy, and who want to foster a greater sense of urgency among the public and policymakers. (PayPal has joined as a sponsor.)

Actual participants don't know what's going to happen. I have a general idea, but I have been sworn to keep the scenario a secret until it unfolds. It will be, I can say, dynamic -- runners with cards will enter the "Sit Room" with new information. It is not obvious. And it will not be easy to mitigate.

At the end, participants will step out of their roles for a hotwash -- open to the press and the experts.

At least three times this year, the U.S. government has held private versions of cyber wargames. This will be open to the press. CNN has agreed to record the event for broadcast later in the week.

Participants include John Negroponte, the first DNI, who will be the fictional Secretary of State. (Intel insiders will enjoy this role change.) Ex-DHS Secretary Michael Chertoff will be the National Security Adviser. Fran Townsend, the former White House Homeland Security Adviser, will be the secretary of DHS. Former CIA deputy director John McLaughlin will be the Director of National Intelligence. Other big-name participants include Jamie Gorelick, Stewart Baker, Joe Lockhart and Bennet Johnson.

The Bipartisan Policy Center, which has ported over the 9/11 Commission co-chairs, Lee Hamilton and Tom Keane, is coordinating the event.

A cyberattack disabled US cell phone networks, slowed Internet traffic to a crawl and crippled America's power grid Tuesday -- all in the interest of beefing up US security.

The simulated exercise was in fact a dress rehearsal meant to give US leaders practice in responding to a future devastating cyber-assault.

Dubbed "Cyber ShockWave" and organized by the Bipartisan Policy Center (BPC), the event was held at a Washington hotel room transformed for the day into the White House Situation Room, where the president and his advisers typically meet to address national emergencies.

In the simulation, former top US officials debated how to respond as the power grid in the eastern United States was virtually shut down by a stealth cyberattack and a pair of bombings, cutting electricity to tens of millions of homes.

Three large television screens behind the participants displayed multi-color maps of the United States with a series of alarming updates and a fictional television network, "GNN," broadcast news reports on the cascading crisis.

"You're going to see planes being grounded now. You're going to see trains not moving," said Fran Townsend, former president George W. Bush's one-time Homeland Security advisor, who was promoted to Homeland Security secretary for the simulation.

The "cabinet members" debated how to respond to the situation and what advice to give the president, with suggestions ranging from calling out the National Guard, nationalizing the power companies and retaliating once the attackers' identities were known.

"If this is an attack on the United States the president, as commander-in-chief, has the authority to use the full powers at his disposal," said former deputy attorney general Jamie Gorelick, playing the role of the US attorney general.

"We're in good shape from a command and control standpoint," said "Secretary of Defense" Charles Wald, a retired general and the former deputy commander of US European Command.

"We can take action offensively if we know where to go," Wald said. "Problematically, we don't know where that is."

The Cyber ShockWave simulation was drawn up by Michael Hayden, a former CIA director, and members of the BPC's National Security Preparedness Group.

Former president Bush's Homeland Security chief Michael Chertoff played the role of National Security Advisor to the president, while former Director of National Intelligence John Negroponte was Secretary of State.

Former deputy CIA director John McLaughlin was bumped up to Director of National Intelligence while Joe Lockhart, former president Bill Clinton's press secretary, served as a counselor to the president.

Cyber ShockWave was open to the media and will be broadcast by the CNN television news network at a later date.

The scenario was intended to "educate the public about our vulnerabilities" to cyberattack, said BPC vice president of communications Eileen McMenamin. "It's a problem that every person with a laptop and a cellphone should worry about.

"Things like this are happening like this every day," she said. "People really need to be aware of what's going on."

Three years ago, the BPC and Securing America's Future Energy (SAFE) staged another simulation, "Oil ShockWave," which examined US dependence on foreign oil as a national security threat.

The non-profit BPC was founded in 2007 by four former Senate Majority leaders -- Democrats George Mitchell and Tom Daschle and Republicans Howard Baker and Bob Dole.

Metro to test emergency response
Washington Business Journal - by Sarah Krouse Staff Reporter

Metro will simulate explosions between the Rosslyn and Foggy Bottom Metrorail stations and in the RFK Stadium parking lot March 28 and 29 as part of a an emergency response test funded by the U.S. Department of Homeland Security, the transit authority said Monday.

Money for the exercise is coming from a $1.2 million urban security grant secured by the Metropolitan Washington Council of Governments Fire Chiefs. The two explosions will involve safety officials from each jurisdiction in the region as well as the FBI and the National Capital Area American Red Cross.

The Metro explosion on Sunday, March 28 will take place after midnight on a rail car in a tunnel and is supposed to represent an explosion that injures hundreds and kills several riders. Arlington and Fairfax counties, Alexandria, D.C. and the FBI will respond to that explosion.

Blue Line trains will share one track between Foggy Bottom and Arlington Cemetery, and Orange Line trains will share one track between Foggy Bottom and Court House. The stations will remain open until 3 p.m., but riders will likely experience delays and see emergency crews and volunteer “victims,” according to Metro.

The March 29 test will take place at 10 a.m. and include a Metrobus explosion as well as other explosives in a garage and bomb threats on other buses. That exercise will involve the Metro Transit Police Department, D.C. emergency crews and the FBI.

These are the second and third emergency response drills on the Metro system. The first was a Feb. 24 test response to a shooting at the Friendship Heights Metrorail station.

MILITARY: Shelling set for Camp Pendleton

CAMP PENDLETON ---- The military calls it "the sound of freedom."

For Oceanside and surrounding area residents, that sound will be loud explosions coming from Camp Pendleton from 6 a.m. until 6 p.m. Wednesday and 6 a.m. until midnight Thursday as units conduct shelling and aerial bombing exercises.

The base announced Monday that the units will fire 1,750 pounds of high-explosive munitions as part of mine-clearing and related exercises.

From 1 to 4 p.m. on Thursday, fighter jets will soar over the area dropping bombs.

Depending on atmospheric conditions, the sound of the firing and explosions may be amplified and heard up to 50 miles away.

Obama Administration Scrutinizes Future of Major Emergency Exercises

The Obama administration has begun questioning the effectiveness of expensive, high-profile emergency response drills in preparing U.S. authorities to respond to WMD incidents and other major disasters, the Washington Post reported today (see GSN, March 31).

The Federal Emergency Management Agency has in the last five years used $218 million to conduct wide-scale drills that have simulated chemical-weapon attacks, the release of plague and radiological "dirty bomb" strikes. A National Level Exercise scheduled for 2011 would involve the response to a mock earthquake, making it the first not to address a terrorism-related disaster since the exercises began in 2000.

The exercises have become impractical, expensive and too planned in advance, making them an "elaborate game" instead of an opportunity for officials to hone their disaster response plans, Homeland Security Secretary Janet Napolitano has said. The administration recently scuttled a drill, previously scheduled for May, that would have involved roughly 10,000 personnel in a response to a nuclear strike on Las Vegas.

Reducing federal funding for the drills, though, might force planners to simplify the exercises, making them less useful for identifying shortcomings in the nation's disaster response blueprints, some organizers and state officials have warned.

Napolitano and White House officials have said they are trying to improve the exercises rather than undermine them.

In addition, the White House has begun re-examining the wider U.S. domestic security framework created by a string of Bush administration orders in 2003, the Post reported. The scrutiny has prompted concerns among Defense Department, FEMA and state-level officials about the administration's intentions for the system.

"They're wondering: What is the outcome of the review?" former White House homeland security staffer Daniel Kaniewski said. "Will they be changing or doing an about-face on exercises? ... Nobody seems to know."

Congress first began the National Level Exercises in 2000, ordering the drills to help authorities prepare for chemical, biological and nuclear strikes, according to the Post. Following Sept. 11, 2001, former President George W. Bush incorporated the drills in a new suite of "full-scale, full-system tests" aimed at helping the military and federal, state and local agencies prepare for 15 types of emergencies.

Preparations for the 2007 exercise were "too expensive, too protracted and too removed from a real-world scenario," Napolitano, at the time the governor of Arizona, stated in a letter to then-Homeland Security Secretary Michael Chertoff (Spencer Hsu, Washington Post, April 2).

Nuclear drill puts national focus on Kings Bay

ST. MARYS - As many as 1,800 military and civilian personnel from across the nation will participate in a simulated nuclear weapon incident at Kings Bay Naval Submarine Base beginning today.

While the majority of activity will be on base, residents living near Kings Bay will be affected by the drill. They can expect to see emergency vehicles, especially today, driving to a local hospital. Residents may also see smoke and hear loud noises coming from the base.

Capt. John O'Neill, commanding officer at Kings Bay, described the drill as a national-level exercise involving all branches of the military, the FBI, local public safety officials and medical personnel.

NORAD Flight Exercise Planned for Washington, D.C.

North American Aerospace Defense Command (NORAD) and its geographical component, the Continental U.S. NORAD Region (CONR), will conduct exercise Falcon Virgo 11-03 early Wednesday morning in the National Capital Region, Washington, D.C. The exercise is comprised of a series of training flights and is scheduled to take place between midnight and 2 a.m.

In the event of inclement weather, the exercise will take place the next day. If bad weather continues, officials will then make a decision to postpone or cancel the exercise.

CNBC: US Military War Gaming for Economic Collapse and Civil Unrest

According to the CNBC report below, the US military is planning for a possible economic meltdown. The Pentagon is looking at a variety of economic collapse scenarios, including nation-state instability and sovereign default.

Also, the US Army is having a year long exercise called "Unified Quest 2011." In those war exercises, the Army has to deal with the implications of large scale economic break down. The Army would have to handle civil unrest and drastically lower budgets.

Although the military needs some training and planning on how to handle economic collapse and mass arrest, the good news is the infrastructure is already in place to deal with it all. The FEMA camps are built and ready for business.

Millions prepare for Midwest earthquake

INDIANAPOLIS (WISH) - More than two million people in the Midwest, including a half million people in Indiana, took part in what's being called one of the largest earthquake drills ever on Tuesday. It is called the Great Central U.S. ShakeOut.

It is called the Great Central U.S. ShakeOut.

The drill comes just after the third anniversary of a 5.2 magnitude quake shook the Midwest. There was some minor damage then, but no one was hurt.

And just in December, a 3.8 magnitude quake centered in northern Indiana rattled the state.

Indiana's Department of Homeland Security says there is always a threat of a more dangerous quake.

This week, a joint military exercise is being held in downtown Los Angeles. CBS news reported is reporting a heavy military presence in downtown LA, as well as other parts of the Los Angeles metropolitan are.

The LAPD is also participating in the exercise. The military service branches participating in the exercise may be the California National Guard and the California State Military Reserve.

With the terror of the Boston Marathon fresh in mind, Dorney Park & Wildwater Kingdom will be the site of a large-scale emergency preparedness drill on May 13.

The drill, sponsored by the Northeast Pennsylvania Regional Counter Terrorism Task Force, will center on an emergency incident at the amusement park in South Whitehall Township, replicating "a hazardous condition with multiple casualties during the peak of the park's summer season," according to a township news release.


The exercise will be conducted 8 a.m. to 2 p.m. and evaluated by Strategic Crisis Solutions, an emergency preparedness management firm. The park will be closed to the public on May 13, a Monday.


The township said the event will be as realistic as possible, with 300 to 400 first responders and volunteers carrying out crime scene investigations and medical treatment of victims.


Area hospitals, law enforcement agencies, fire and emergency teams, government agencies and private-sector partners will participate.

The drill based on an electrical grid failure was talked about on the GT. I thought I would add some info about it here so we will have a record of this very large drill here on this thread. I also keep in mind the number of times when a drill corresponded to a real life event. I am not commenting on the relationship or lack of it of the drill/event, just noting the "coincidences", so be prepared for this drill as if it were really going to happen.

WARNING: Prepare Now for GRIDEX II On 11/13/13

The internet is buzzing with news of GridEX II, a cyberattack simulation drill scheduled for this November that would shut down the electrical power grid in the United States, Canada and Mexico.

Thousands of utility workers, FBI agents, anti-terrorism experts, governmental agencies, and more than 150 private businesses are involved in the November power grid drill.

The drill is being described as a crisis practice unlike anything the real power grid has ever experienced. The GridEX II drill will focus on how governments will react if the electrical grid fails and, for instance, the food supply chain collapses.

When retiring Secretary of Homeland Security Janet Napolitano delivered her farewell remarks at the National Press Club in Washington recently, she sent a warning to her successor: “A massive and serious cyber-attack on the U.S. homeland is coming, and a natural disaster — the likes of which the nation has never seen — is also likely on its way."

The downed power grid simulation will reportedly focus on both physical and cyber attacks. The antiquated electrical system in the United States has been one of the most neglected pieces of integral infrastructure. The EMP Commission, created by Congress, released a report in 2008 calling for increased planning and testing, and a stockpiling of needed repair items.

The SHIELD Act, which is stalled in Congress, is the first serious piece of legislation in many years to attempt to address the vulnerabilities of the power grid. A recent American Society of Civil Engineers (ASCE) report gave the power grid a “D+” when grading various pieces of infrastructure and public services in the United States.

If the power grid fails AND FAILS TO RESTART, a lack of electricity and food delivery are only the first wave of troubles facing the American people. Police could face major problems with civil unrest. Of course, there also would not be any electric heating or cooling, which easily could lead to many deaths.

A 2012 report by the National Academy of Science said (government) terrorists could cripple the nation by damaging or destroying hard-to-replace components, some of which aren’t even made in the United States.

“Of particular concern are giant custom-built transformers that increase the voltage of electricity to levels suited for bulk transmission and then reduce voltage for distribution to customers,” The Times said in a summary of the report. “… Replacing them can take many months.”
