Miami, Florida (CNN) -- Newly-formed Tropical Storm Igor was bringing "squally" weather to the Cape Verde Islands on Wednesday, the National Hurricane Center said, as once-Tropical Storm Hermine soaked parts of Texas, triggering flooding.

As of 2 p.m. ET, the center of Igor was about 80 miles (130 kilometers) south of Praia in the Cape Verde Islands. It had maximum sustained winds of 40 mph (65 kph) and was moving west at 6 mph (9 kph).

The government of the Cape Verdes has issued at tropical storm watch for islands including Maio, Sao Tiago, Fogo and Brava. Tropical storm conditions are possible in those locations within the next 12 to 24 hours, forecasters said.

Bermuda dries out after Igor's visit; Newfoundland on alert

Elbow Beach, Bermuda (CNN) -- Bermuda was cleaning up and drying out Monday after taking a beating from Hurricane Igor, although the island appeared to be unscathed as far as serious damage.

Meanwhile, Igor was heading north and losing its tropical characteristics, becoming a northern Atlantic storm, said CNN meteorologist Rob Marciano. It's projected to stay off the U.S. coast, but is forecast to near the tip of Newfoundland, Canada, on Monday. A tropical storm watch was issued ahead of Igor's arrival.
