Ukraine

The number of cases of influenza and ARI has exceeded a quarter of a million
02/Nov/09

In Ukraine, from 67 people died of influenza
The Ministry of Health stated that registered in Ukraine 255 thousand patients with influenza and ARI , 15 thousand of them hospitalized.

According to Deputy Health Minister Vasyl Lazorishintsa in the ICU was 170 patients, 67 men - have died (including 29 - in Lviv, 14 - in Ternopil, 12 - Ivano-Frankovsk region).

Lazoryshynets also noted that in Ukraine officially confirmed 22 cases of influenza A/H1N1. "Ukraine does not have a vaccine against pandemic influenza, but negotiations on deliveries of international organizations", - he said.

However, Lazoryshynets emphasized that, according to WHO recommendations, if in the region identified a single case of disease caused by a virus A/N1N1, then the entire region, we treat the protocol precisely against this disease.

According to First Deputy Minister, the appropriate treatment protocol was developed by the Health Ministry and sent to the regions. Lazoryshynets also recalled that the Ministry of Health has purchased 67 thousand doses of Tamiflu and another 60 thousand received from the Ministry of Health.

In addition, during the night from Sunday to Monday, on the basis of agreements concluded by the Ministers of Foreign Affairs Peter Poroshenko and Health Minister Vasyl Knyazevich, Ukraine delivered from Switzerland 300 thousand doses of Tamiflu, which is a one-month supply for treatment.

This Lazoryshynets noted that the drug Tamiflu is not a preventive tool, and is used only for treatment when the patient first signs of disease.

However, at present, in Ukraine there is no vaccine against swine flu, but the Health Ministry is negotiating the purchase of these vaccines abroad. In particular, according to the deputy minister, currently several vaccines are in the process of registration in Ukraine.

Replying to a question about whether the different statistics on mortality from influenza and pneumonia in previous years, Lazoryshynets replied that in general, the picture in the western regions is not significantly different. Thus, in 2008 in Lviv from pneumonia deaths of 245 people, in Ternopil - 89 and in Ivano-Frankivsk - 88.

***

Recall, on Friday in Ukraine confirmed its first cases of swine flu. After this, the Cabinet introduced a quarantine in the nine western areas.

Today, 2 November, First Vice Prime Minister Oleksandr Turchinov said that the Government intends to consider the feasibility of November 2-3 quarantine in areas where it has not yet entered.

Ukraine's leaders acknowledged that their forces to stop the spread of the epidemic can not, therefore, appealed for help to a number of countries, as well as to NATO and the EU.

Ukraine's swine flu death toll rises to nearly 50 (Roundup)
By DPA
Oct 31, 2009, 16:04 GMT

Kiev - The death toll from a swine flu outbreak in Ukraine has risen to nearly 50, President Viktor Yushchenko announced Saturday, having put the number of dead at only 11 the day before.

Quoted by the Interfax news agency, Yushchenko said the epidemic was spreading at a furious pace, with a total of 48 deaths and around 150,000 people sick.

The president said that alone in Lviv region in the country's west, more than 60,000 people had been infected with the H1N1 virus.

All schools, kindergartens, and universities were closed for a three-week period on Friday. A ban on massed gatherings - forcing the wholesale cancellation of concerts and political rallies - was also in effect.

Ukraine's national security council also approved the equivalent of 55 million dollars in emergency funding, for swine flu control, and earlier Saturday the Ukrainian government announced new measures to control the spread of the virus.

Health Minister Vasyl Kniazevych told Channel 5 television that the flu was thought still to be limited to the country's western provinces as of Saturday morning, but because of the number of suspected cases, a spread was likely.

'The country must prepare for a wider outbreak,' Kniazevych said. 'Its direction of movement is towards central Ukraine.'

More than 80,000 people in the swine flu outbreak area had registered with authorities as displaying possible flu symptoms, but because of the similarity of swine flu symptoms to those of common flu, health workers were struggling to estimate the extent of the swine flu's spread, Kniazevych said.

'We had a problem with identifying the (swine flu) antibody in flu sufferers,' he said. 'There is a mass of work we have to do.'

Panic purchasing of flu remedies, surgical masks, and even citrus fruits took place in most major cities in the former Soviet republic, 1+1 television reported.

The swine flu deaths thus far have been limited to the nine western provinces, most along the borders with Slovakia, Poland, and Romania.

Shortages of over-the-counter medicines used to treat the common flu were reported as far away as the eastern city Zaporizhia, some 900 kilometres from the epicentre of the outbreak.

Prime Minister Yulia Tymoshenko was scheduled to hold an emergency meeting with regional health officials Saturday, to discuss new disease control measures.

Invoking a rarely-used law allowing the state to take temporary control of private property, Tymoshenko declared all health-related organizations in the country, including privately-owned health clinics and hospitals, to be 'directly subordinate' to the government, effective immediately.

The government would pay particular attention to medical supply retailers, to head off artificial goods shortages and price gouging, she said, in comments reported by the Unian news agency.

Retail price spikes of as much as 300 per cent for cold and flu remedies have taken place in recent years in Ukraine, during avian flu outbreaks.

Tymoshenko claimed privately-operated chemists in the country were 'absolutely supplied in full volume with all necessary medical supplies,' contradicting spot reports of shortages.

Trains operated by the national railroad Ukrzhelesnitsiya were running according to schedule, but staff were ordered to wear surgical masks, and instructed to report passengers who appear to have flu symptoms.

Medical personnel aboard 'every passenger train' were available to provide first aid to potential flu sufferers, and would report people treated to the Health Ministry, according to statement on the Ukrzhelesnitsiya website.

Traffic in Ukrainian airports and intercity highways meanwhile appeared to be at normal levels despite a call by Tymoshenko for Ukrainians to avoid long-distance travel if possible.

Traffic police and airport security personnel have been briefed to screen travellers visually, Tymoshenko said.

SHOCK! Epidemic of pneumonic plague in Ukraine?

Ministry of Health has not established the exact diagnosis of the epidemic disease in the western regions of Ukraine. Health Minister Vasyl Knyazevich has given information about spread of diseases in the Ternopil, Ivano-Frankivsk and Lviv Regions today at the meeting of Cabinet of Ministers.

According to the Minister, the World Health Organization is ready to render assistance to Ukrainian experts and the Ministry of Health in order to establish the cause of death and development of disease flu in the Ternopil, Ivano-Frankivsk and Lviv Regions.

"We are working at receiving the vaccine against influenza A (H1N1) also", - said Vasily Knyazevich and asked the Ministry of Foreign Affairs to render assistance.

Answering question of Prime Minister Yulia Tymoshenko about the definition of the specific nature of the disease, the head of the Ministry of Health said: "The nature of infections is viral one. But at the moment it is not defined, is it the Californian influenza H1N1, or it is our seasonal influenza. To date, there is no precise diagnosis."

In turn, First Deputy Prime Minister Olexander Turchynov urged "not to slow in the matter, and hold a conference tomorrow," and noted that preliminary information about the nature of infections will be received tonight.

According to the Minister of Health, to date, 12 adults have died in the Ternopil Region. "There are problems, people of working age 20-45 years are sick, there is a problem with pregnant women (we have the death in the Ivano-Frankivsk and Ternopil Regions), 17 patients remain in the grave condition, 4 of them have artificial pulmonary ventilation", - said Vasily Knyazevych.

According to the Minister, leading international experts, particularly from Russia and Europe, will be involving into establishing the diagnosis.

He noted that the Ivano-Frankivsk region reached the epidemic threshold. 6 deaths are registered there which are related to this situation. Also, the Minister of Health noted that the climatic and temperature conditions in the Ternopil Region did not lead to the development of disease in these regions.

In turn, Yulia Tymoshenko ordered before the end of today's meeting of the government to bring her all the data, the estimates associated with the epidemic disease as a draft form. She also ordered Oleksander Turchynov to consider the issue of informing the public through the video and broadcast that person should avoid work and study if he has signs of cold, and urgently appeal to the doctor.

In addition, Prime Minister instructed the Ministry of Health to send special circulars, which contain instructions for the doctors in this situation, to all hospitals of Ukraine, and to explore the amount of necessary additional funding to counteract an outbreak of viral diseases in the western areas.

In connection with the spread of flu quarantine has been declared in schools in the Ternopil and Ivano-Frankivsk Regions.

04:10 p.m. Despite the fact that doctors do not state that epidemic of swine flu has started in Ukraine, the facts speak for themselves: a man died in Transcarpathia. Precisely swine flu killed him.

According to reports, a week ago the man returned from Saint Petersburg, where he was on a business trip, with symptoms of cold, but sought medical treatment only when the health condition was already critical: there were complications in the form of inflammation of the lungs and pulmonary edema.

Doctors and specialists of the Transcarpathian regional sanitary-epidemiological station previously recognized swine flu as the cause of death, but in connection with the complexity of the final laboratory tests the cause of death of the man has not yet succeeded, reports Obozrevatel.

Another patient with symptoms of swine flu has been hospitalized to regional infectious diseases hospital in Uzhhorod. The resident of Koritnyany village, Uzhhorod district recently returned from Moscow, and felt a deterioration of health. Doctors are confident due to the timely treatment the patient will recover.

Today in Uzhhorod a press conference is planned to be held involving specialists of the Office of Health and State Administration. It will be held at 03:30 a.m. in the regional center of health.

As MIGnews.com.ua correspondent has learned, a group of specialists of Transcarpathian regional sanitary-epidemiological station has left for investigation of a fatal case in Volovets village, whence the deceased comes from. Doctors say that it would be too difficult to confirm the presence of swine influenza in the region - in Ukraine there are no special methods and technical capabilities, Vitaly Logos, MIGnews.com.ua correspondent reports.

An epidemic of A/H1N1 influenza may appear in November in Ukraine, told the director of the Ukrainian Center of influenza and acute respiratory infections Olexander Hrynevich. "Most likely, it will appear when the weather deteriorates. People will be cold”,- said Hrynevich.

05:22 p.m. 21 people have died in three western regions of Ukraine, according to preliminary data, of pneumonia, ForUm reports. Swine influenza has not been found, but the final results will be known in two days, when the additional tests will be spent in London.

Olexandr Hrynevich assured that Ukrainian epidemiologists have been prepared for the epidemic of influenza A/H1N1, reports ForUm. According to him, the state has reserves of disinfection means, necessary tests to identify A/H1N1 have been purchased, places for treatment of patients have been prepared. Hrynevich suggests that an epidemic of swine flu may start soon in Ukraine.

Today, on October 29, it has become known about another case of death from pneumonia in Chernivtsi. Ministry of Health calls on all citizens if symptoms of influenza or other acute respiratory viral diseases appear, go to hospital immediately.

Due to the epidemiological situation the trip of President Victor Yushchenko to the Lviv Region may fail, Glavred cites the chief state sanitary doctor of the Lviv region Roman Pavliv as saying.

On Saturday, October 31, business trip of President of Ukraine to the Lviv Region is planned to be on the occasion of the establishment of the West Ukrainian National Republic.

Three members of Ukraine’s embassies are being checked by doctors on influenza A (H1N1), Foreign Minister Petro Poroshenko reported. "There was information that the three officials of embassies are suspected of being ill with virus A (H1N1). All necessary facilities were provided for treatment and diagnostics," - he said.

Petro Poroshenko said that the Foreign Ministry established a fund for immediate disbursement of funds for treatment in cases where the health of members of diplomatic missions of Ukraine is under threat. The Ministry is also developing mechanisms for temporary insurance for diplomats working in countries where the epidemiological threat or an emergency for their social protection are declared, Ukrainian News reported.

05:39 p.m. Doctors are calling on citizens not to vaccinate against influenza, because such vaccination in the midst of the epidemic may injure the health, coordinator of epidemic influenza in Lviv Miron Borysevich claimed at a press conference, proUA.com reports.

"When an outbreak of influenza begins, nobody is being vaccinated. From the point of view of epidemiology this can not be done because it is harmful. It may harm the patient," - he said.

At the same time, doctors advise not to communicate with people who are sick. If you have to contact with sick people, use flu masks.

A closed meeting has been held in Ivano-Frankivsk, at which participants agreed that epidemic of the so-called "pneumonic plague" is being spread throughout Ukraine. But the problem is its form is unknown, it is ATYPICAL nobody knows how to treat it.

PNEUMONIC PLAGUE has an acute course than other forms, over and is accompanied by a very high mortality rate. The incubation period of primary pneumonic plague rarely exceeds more than 1-4 days. It begins, as a rule, suddenly - with shivering, fever, headache, myalgia, weakness, nausea. The symptoms of pneumonia - cough with phlegm, chest pain, shortness of breath - usually appear on the second day of the disease. Blood spitting, growing respiratory disorders, heart failure, respiratory failure, shock are being observed. In primary pneumonic plague phlegm usually is watery or mucinous, foamy, with blood or visibly bloody.

A secondary pneumonic plague occurs as interstitial pneumonia. Phlegm is scanty and more dense and viscous than in primary pulmonary plague. It is believed that in this regard, patients are less contagious.

As a reminder, yesterday, on October 28 flu epidemic in the Ternopil Region, which had appeared a week ago, mowed down nearly 10,000 of residents. Moreover - unknown virus has already killed seven people. Ministry of Health has confirmed 20 deaths from pneumonia in Ternopil, Ivano-Frankivsk and Lviv Regions.

H1N1 Doctor Deaths In Ukraine Raise Concerns
Recombinomics Commentary 22:22
November 1, 2009

Four doctors died of flu in Ukraine's Ternopol and Lvov regions, Health Minister Vasily Knyazevich said at the Sunday meeting of the operative headquarters for the prevention and treatment of A/H1N1 flu.

The above comments describe the death of four health care workers (HCWs) at two sites in western Ukraine. The government website shows a total of 53 deaths (see map), which is quite low if four HCWs have already died. HCW are trained in methods to minimize infections from patients, and they are likely to get prompt medical attention, yet four have already died. These numbers add to the confusion in Ukraine.

Initial reports denied the outbreak was due to H1N1 even though there was virtually no seasonal flu circulating in Europe (or North America). The explosion in cases of acute respiratory illness (ARI), in view of the exploding H1N1 pandemic throughout the northern hemisphere, would signal involvement in the cases in Ukraine.

However, even after H1N1 was confirmed in influenza and ARI patients in western Ukraine, Kiev was still maintaining that the cases there were not H1N1, even though 300,000 doses of Tamiflu are scheduled to arrive today, and a WHO investigative team is scheduled to arrive tomorrow.

The denials of H1N1 in obvious cases raise concerns that the number of fatalities is markedly higher that the 53 acknowledged, especially when 4 of the 53 are HCWs.

More details on the HCW deaths and on those hospitalized would be useful.

12:05

Seventy-one people have died of flu and acute respiratory infections in Ukraine since the start of the epidemic, according to Prime Minister Yulia Tymoshenko.

She presented a government report on the current situation with the spread of the flu epidemic in Ukraine at a parliament meeting on Tuesday.

Tymoshenko said that 19,198 people had caught flu, and over 236,000 had acute respiratory infections as of November 2.

Eight of the nine regions (apart from Volyn region), in which quarantine was imposed, are seeing signs of stabilization or a reduction in the disease rate, Tymoshenko said.

She also said that death toll from flu and acute respiratory infections in Lviv region had risen to 37 as of early on Tuesday, compared to 30 fatalities registered on Monday. The Health Ministry has yet to publish a report on the epidemiological situation as of early on Tuesday. :gah

Swine Flu Scare Tightens Borders Around Ukraine
Russia, Slovakia tighten borders with Ukraine as WHO investigates swine flu outbreak
By SIMON SHUSTER
The Associated Press
LVIV, Ukraine

Russia and Slovakia tightened their borders with Ukraine on Tuesday as the World Health Organization began investigating a suspected swine flu outbreak.

The death toll from flu has climbed to 71 since the outbreak struck last week in the western city of Ternopil, Prime Minister Yulia Tymoshenko said. But blood tests have yet to determine how many of these deaths were from the new and aggressive H1N1 strain.

As a precaution, schools and universities across the country will remain closed this week, and officials urged people in western Ukraine to travel only when necessary and stay away from public places.

Slovakia, which lies on Ukraine's western border, closed two of its five border crossings with Ukraine to keep the infection from spreading. In Russia, where there have been 14 confirmed swine flu deaths, the Health Ministry said it would examine anyone crossing the border from Ukraine and quarantine people with severe symptoms.

The World Health Organization, which sent a team to Kiev on Monday to assist local health officials with the epidemic, said the precautions taken so far were reasonable considering the potential threat.

"By closing schools and canceling mass gatherings in the early stages of an event ... you can slow down the transmission of the virus," WHO spokesman Gregory Hartl said by phone from the organization's headquarters in Geneva. "So far there is only one confirmed death (from H1N1 in Ukraine), but there is a big event going on there."

In the western city of Lviv, the government has urged cafes, cinemas and theaters to close indefinitely, and roughly a third of the people in the streets on Tuesday wore surgical masks to avoid inhaling the virus, as did the Ukrainian guards on the border with Belarus.

But the emergency ward of the central hospital in Lviv saw no shortage of available beds, even as patients trickled in complaining of flu symptoms on Tuesday. All of those accepted for treatment were quarantined.

Compared to last year, the total number of flu deaths in Ukraine has actually dropped by 10 percent, the UNIAN news agency quoted Deputy Health Minister Vasily Lazorishinets as saying.

This led some Ukrainian officials and medical experts to accuse the government of exaggerating the outbreak for political gain ahead of presidential elections to be held in January.

In January, Tymoshenko and Yushchenko will face off for the presidency. That election could overturn the 2004 Orange Revolution that swept a pro-Western government to power in Ukraine for the first time. Leading in the polls is Viktor Yanukovich, who was beaten in 2005 by Yushchenko, but has pulled ahead on a platform that emphasizes closer ties with Russia.

Yushchenko called on to help Ukraine: Unknown virus is killing people
November 3, 2009 lenasvn Leave a comment Go to comments
Kavkaz Center Publication time: 1 November 2009, 23:39

In last 24 hours, an unknown virus (presumed pneumonic plague) infected another 37 thousand and killed 12 more people. The authorities deny that this is pneumonic plague, and insist that people die from influenza, pneumonia and ARI.

Meanwhile, an emergency message from the President of Ukraine to the international community to immediately help in the fight against the virus, only reinforces the suspicion that pneumonia and influenza is not the cause.

"The current threat to national security of Ukraine, which we can not offset on our own, requires me to turn to our closest friends and strategic partners for emergency aid", – Yushchenko said in an appeal to the leaders of Belarus, Hungary, Moldova, Poland, Romania, Russia Slovakia, USA, and EU Commission President and Secretary General of NATO.

According to the operative data of the Ministry of Health on 1 November, recorded through out the country more than 191 thousand patients with unknown disease of lungs. Of these, 83 thousand are children. Total number deaths recorded – 60, 123 people are dying.

Day before, on October 31, according to Ukrainian President Viktor Yushchenko, 154 200 people fell ill, according to official data, 48 patients died, including two children.

Authorities officially called the disease "swine flu", "California flu", "SARS","pneumonia", but doctors say on the basis of clinical data and the rapidity of the epidemic, that it is pneumonic plague.

Many Ukrainians believe that Ukraine has been infected with pneumonic plague by Russian terrorist organization, the FSB of Russia, using bacteriological weapons to destabilize the situation necessary for the armed aggression of Russia against Ukraine. :dunno

According to unofficial information, the death rate in Ukraine from the alleged pneumonic plague is higher than officially announced.

According to unofficial data, "in Ukraine over the past week about 1500 people have already died. As noted by some doctors, the reason – pneumonic plague. High temperatures from the first day, a burning sensation in the chest, the desire to drink cold and nausea – all of these symptoms are frightening. People die within few days.

On the other hand, Ukrainian media reported that the virus is rapidly spreading in Ukraine and has already reached Odessa:

"1 woman died in the area of Odessa. Swine influenza has not been confirmed, most likely pneumonic plague was the cause.

Odessa and the region is already infected, most likely, is mutated pneumonic plague ", – said one of the doctors of private clinics in Odessa.

"The panic that spreads through the city, is so great that people are willing to sit at home even on just bread and water. Lack of gauze dressings in the city and surrounding areas – is just the beginning, and there is no elementary necessary ascorbic acid and inhalers.

Meanwhile, the first officially recorded death is because of pneumonic plague, and believe me in reality the are much more, "- says the Odessa physician.

All the doctors throughout Ukraine say that this is pneumonic plague.

"I have met with friends from the western Ukraine, the doctors say that the lungs of the dead were black. And that, perhaps this is not influenza but pneumonic plague. Well, if this is indeed a plague, then the news won’t mention it for now, and certainly – it’s 100% death (according to the U.S. for 1950-1994 – 41%, but the American health care, of course, not Ukrainian, and American doctors knew that they are dealing with a plague – KC).

With each passing day the picture becomes more and more dire, bloggers wrote and continued:

"The number of deaths is understated. The practice of health care service – to respond to anything after a really big problem. And "big" – far not 60 – as reported to the authorities at the moment.

All the actions talk about a really serious problem that the government is facing. The atmosphere in general – I recalled the early days of the Chernobyl accident – were the same "movement", and secrecy on the part of officials.

The regional center: converted the place to fit 200 beds, tripled the personnel of Precinct Therapeutic Services for special situation of contagious diseases (on materials of live broadcast ‘Medchinovnika’).

By nosocomial information – all the staff of one of the agencies was transferred to the barracks, in which there was a fatal outcome. (No one was allowed to go home at the end of the working day on Friday). Establishment is located not far away from the major microdistricts.

Traffic police from the western regions does not let transport to go to the east. People are running, it’s terrible. Official comments: "information about checkpoints we do not confirm, but do not rule out such a course of action."

One of my friends in these minutes is going to Kiev by train. In our area – quarantine, in Kiev – not yet. The stewards not only wear masks but also disposable gloves – at all times. The clinical picture of what the virus is called Ukraine A H1N1 is same as the picture of pneumonic plague – the speed of hemorrhagic damage of lung tissue, on the absence of prodromal period, on hectic – up to 39-40 degrees – temperature.

- Information from Kiev says that it is not an epidemic of swine flu, but a previously unknown form of pneumonic plague. Doctors have been given the orders not to disclose this information. The figures are understated by tens of times, citizens inform.

Note that this summer in one of Chinese cities pneumonic plague was officially declared, and only 3 deaths reported. The city was quarantined. No further deaths were reported.

- All this is not known not only for the reason that the government forces not to disclose the information, carefully concealing the real situation and closes the zone where the epidemic erupted. The exact number of victims is much higher than shown by the statistics – everyone understands it. How many really died? If you take 152 thousand registered patients and only 52 deaths, even from ordinary flu more than 450 people would have died, according to the annual mortality statistics.

At the moment, in the disaster zone (Ternopil, Ivano-Frankivsk, Lviv, Lutsk) receipts are taken of non-disclosure, doctors are not allowed to record the death with symptoms of pneumonic plague. Deaths are recorded as a result of heart attacks and other things.

The zones of "reanimation" increase. Departure from cordon is blocked. Photo, video filming the scene, contacts with the press – are not permitted under any pretext. Facts are checked, according to ordinary Ukrainians.

From Ternopil message: I am afraid – neighbor from above the floor died. I called my classmate – a doctor – she does not want to speak on this thing, but said that she was also scared. Perhaps we have some sort of mutated virus.

- I’m flying to Odessa this night. In Ukraine there is swine flu or pneumonic plague. They say that already died whether a thousand, or 1500 people, writes Corneliy Glas from Yerevan.

- A call on to mobile. On army channels – "Pneumonic plague. Ternopil region – 26 dead. Barracks rearranged into hospitals", said Eustas a resident of Ukraine.

Post Re: Ukraine: FLU & ARI exceeds a quarter of a million
Ukraine closes all schools to fight swine flu
By YANA SEDOVA and SIMON SHUSTER (AP) – 18 hours ago

KIEV, Ukraine — Urging its citizens not to panic, Ukraine on Monday closed the nation's schools for a week to avoid the spread of swine flu and suggested that nightclubs, cinemas and food markets in the west also shut down.

The World Health Organization said Monday there was no evidence that Ukraine had a bad outbreak of swine flu but at the government's request it had sent a health team there to help the country cope.

"But this is not an indication that the situation is severe," said WHO spokeswoman Liuba Negru. "The information we have gotten (from the government), we have to double-check it and make sure it is real, evidence-based information."

Ukraine's Health Ministry said Monday that 70 people in the nation of 40 million have died of flu, but did not say how many of those deaths were related to swine flu. Worldwide, outbreaks of regular seasonal flu claim 50,000 lives each year.

Nevertheless, all schools have been closed for a week across Ukraine, even in the capital, Kiev, where there have been no confirmed cases of swine flu.

In western Ukraine, local authorities advised people to travel only when necessary, a Health Ministry spokeswoman said.

All outdoor markets have been closed in the western region of Lviv, where the governor also urged cinemas, cafes, nightclubs and theaters to shut down until further notice.

Some observers, including the speaker of the parliament, Vladimir Litvin, suggested that these measures are the result of political wrangling ahead of the country's presidential election in January. The pivotal vote could overturn the 2004 Orange Revolution that swept a pro-Western government to power.

"We are seeing a political competition to see who will be the first to lead this process (of fighting swine flu)," Litvin said, according to the UNIAN news agency.

Prime Minister Yulia Tymoshenko met a Swiss shipment of anti-viral drugs at the Kiev airport on Monday.

"The government has declared the situation an epidemic, but there is absolutely no need to panic," she declared on national television.

Her main rival, President Viktor Yushchenko, said thousands of people were infected and called for assistance from NATO, the European Commission, the United States, Russia and other countries.

Konstantin Bondarenko, director of the Gorshenin Institute, a political consultancy, said that Tymoshenko has the most to lose from public sentiment over the outbreak, as state health officials answer to her.

"Right now all the candidates are weighing their political options, looking around for a theme, and this is a very hot topic right now. The panic is there, and they are acting on it," Bondarenko said.

After receiving the shipment of 300,000 doses of Tamiflu at Kiev's Borispol airport, Tymoshenko said her government plans to increase its hoard of the drug by another 300,000 to 950,000 doses.

"This is the supply that will reliably protect Ukraine," Tymoshenko said, ITAR-Tass news agency reported.

Viktor Yanukovych, the Regions' Party candidate for the presidency, has not commented on the swine flu uproar. Yanukovych, who was beaten in 2005 by Yushchenko, is leading in the polls with a platform that emphasizes closer ties with Russia.

During the past five years of Yushchenko's presidency, relations with Moscow reached historic lows. Yushchenko's approval ratings at home have fallen to single digits in the wake of the economic crisis, which hit Ukraine hard, and years of political gridlock with Tymoshenko.

Associated Press writer Simon Shuster reported from Moscow.

Panic in Ukraine over swine flu
http://news.bbc.co.uk/2/hi/europe/8338835.stm
3 November 2009

Officials in Ukraine have closed schools for three weeks, imposed travel restrictions and are limiting public events as the country battles to stop the spread of swine flu.

More than 60 people are believed to have died of respiratory problems in the past week, and the measures are among the toughest to be implemented in Europe to tackle the virus.

It's still not clear whether all the deaths were caused by swine flu, but the news has sparked panic, and people have started wearing masks across the country.

Appeal for calm

The Ukrainian health minister Vasyl Knyazevych has asked the media only to report the comments of medical experts following a series of misleading reports which fuelled public anxiety.

On national television, he said Ukraine had the same problems as the rest of the world.

He also called on fellow politicians to give people 'a week of silence,' and said there was no need for panic.

However, his calls may already be too late.

255,000 cases of flu and acute respiratory problems have been registered among the 46m population. 15,000 have been hospitalised.

The World Health Organisation says there is no evidence to suggest that Ukraine had a bad outbreak of swine flu, but it has agreed to send a team there to help the country cope.

President Viktor Yushchenko has also appealed for international help.

Government response

The government has faced growing criticism of its handling of the outbreak.

Some opposition politicians have been particularly critical of the health minister who they not only want to be sacked, but jailed.

Opposition politicians from the Party of the Regions say the first reported cases were at the beginning of October, but by middle of the month there had already been confirmed deaths.

They say the authorities should have provided accurate information about the outbreak so that Ukrainians could seek appropriate medical help.

Instead, the opposition says, many people have resorted to self-treatment.

Experts say Ukraine was unprepared for the swine flu outbreak, and the hunt for political scapegoats is likely to continue.

The opposition leader, Viktor Yanukovych, has called on parliament to scrutinise the government's actions.

Investigation calls

The influential National Security and Defence Council has called on the judiciary to investigate why Ukraine was unable to prevent the outbreak.

President Viktor Yushchenko has even asked the country's security service to look at whether pharmacies are guilty of price-fixing anti-flu medications.

Critics have also rounded on Ukrainian television channels which they say have wall-to-wall coverage of Ukraine's leading politicians, but not leading medical specialists.

This, they say, is exacerbating public concern rather than allaying popular fears.

Some analysts say swine flu is being used by the President and his arch rival the Prime Minister Yulia Tymoshenko to score political points ahead of presidential elections in January.

Supporters of Prime Minister Tymoshenko, who remains at bitter loggerheads with the President, say he is trying to blame her government for the situation.

Playing politics

Aware of the electoral sensitivities, she assured the Ukrainian public that she stood with them, and took "every responsibility for the government's handling of swine flu on herself."

"The world has given us not one, but two great trials - first, the financial crisis and now this horrible flu."

Ukraine's leading political analysts say the handling of swine flu has become one of the key electoral issues.

According to them, rival candidates are seeking to take the initiative in battling the spread of the virus.

"The swine flu outbreak has overshadowed all the other negative campaigning we were seeing, especially around Prime Minister Yulia Tymoshenko," says Vitaly Kulyk, a political scientist at Kiev's Centre for Civil Society.

"The main players are using the flu in their propaganda war," he adds.

Appeals for help

Opposition leader Viktor Yanukovych, whose party is backed by Ukraine's most powerful oligarch, has called on Ukrainians to donate to a special fund which was set up by his party.

He said he wanted to hold a TV marathon to raise funds to fight the epidemic.

The first aircraft to arrive in Ukraine from Switzerland carrying emergency medical supplies, was met by the country's leadership.

They demonstrated how to put face masks on in front of cameras.

Many Ukrainians however, are asking why their government did not act sooner.

It was evident in May or June that swine flu was spreading around the world, they say, yet Ukraine failed to stockpile sufficient supplies of medication.

Only now, when Ukraine faces an epidemic of swine flu, has the government started to act.

WHO experts are inclined to think that Ukraine is rampant "Swine flu

This is stated in the message organization, which is available UNIAN.

WHO argued the fact that their assumption of rapid spread of the virus and confirm its presence in patients in the two most affected areas.

"Because pandemic flu has quickly become the dominant flu around the world, we can assume that most cases of flu in Ukraine caused by the virus,"
- noted in the report.

The most influential organization of health care in the world noted the increased incidence of influenza-like infections and pneumonia in the western regions of Ukraine, as well as in Kiev.

According to WHO, in intensive care unit is 235 Ukrainians from about 250 thousand sick.

"As elsewhere, WHO strongly recommends the use of antiviral drugs oseltamivir and zanamivir (this is the name of active substances sold under the brand name" Tamiflu and Relenza, - UNIAN) for patients who meet the criteria, even in the absence of positive laboratory test infection H1N1 » - noted in a report dated November 3.

WHO Expert Group will work in the Lviv region, where the highest number of deaths among infected with the virus.

Two virologist already begun work in the National Center for influenza research in the laboratories of the Central sanitary-epidemiological station in Kiev.

"Many questions need answering. The epidemic in Ukraine is able to demonstrate how the virus behaves in the northern hemisphere during the winter period, particularly in terms of health status, typical of Eastern Europe ", - noted the report.

WHO noted that neighboring states do not recommend closing the border with Ukraine, as the practice shows that such activities do not stop the further spread of the virus.

As UNIAN reported earlier, yesterday in Ukraine began work on 9 expert WHO, arrived in the country at the invitation of the Ukrainian government, which hopes that international experts help find the cause mass illness and death in Ukraine.

Help UNIAN. The Ukrainian authorities initially attributed the mass deaths in the western areas, details of which began to appear in the middle of last week, pneumonia and complications from seasonal influenza.

October 30 The Ministry of Health has declared an outbreak of flu in Ukraine and the government announced a three-week quarantine in 9 areas of Western Ukraine.

Flu death toll rises to 86 in Ukraine

KIEV, Nov. 4 (Xinhua) -- Ukraine's deadly flu outbreak widened,86 people have died from flu and respiratory infections, the Health Ministry said on Wednesday.

Some 478,000 people were registered with national health authorities as suffering from the flu since mid-October, of whom 17 had confirmed cases of swine flu, Lyudmila Mukharska, Ukraine's deputy chief health officer, told a news conference in Kiev.

The nationwide death count from flu-related illnesses since mid-October stood at 86, while 24,000 people have been hospitalized, Mukharska said.

She said the authorities had confirmed that four of the dead had died of the H1N1 virus.

The epidemic is concentrated in the west of the country which has borders with four European Union states, one man who died of swine flu was a Kiev resident, the Interfax-Ukraine news agency reported.

The WHO has sent a team of nine experts to Ukraine to help the authorities with the situation.

Last Friday, Ukrainian Prime Minister Yulia Tymoshenko ordered a three-week closure of Ukraine's schools and cinemas in the toughest measures adopted to combat the swine flu virus in Europe.

Ukraine Nurses, Patients Make Masks as Flu Spreads (Update1)

By Daryna Krasnolutska, Halia Pavliva and Kateryna Choursina

Nov. 4 (Bloomberg) -- Nurses and patients at the town hospital in Chernivstsi, Ukraine, came together in an unusual task today: making their own protective masks. :(

“We bought gauze, people sat down and stitched the masks for the doctors,” said Oleh Kaminskyi, a doctor who works at the hospital. “Now we’re washing and ironing them.”

Ukraine, battling an outbreak of respiratory disease that’s sickened 478,400 people and killed 81, is struggling with a lack of protective equipment, antiviral drugs and laboratory facilities to confirm whether the H1N1 pandemic virus is causing the disease. Many residents are staying at home and turning to natural remedies such as garlic to ward off the virus.

Ukrainian President Viktor Yushchenko said in an urgent address to the nation today that the country’s flu outbreak is “unique” because three flu strains are spreading at the same time. :awe That increases the risk of mutations of the viruses into a new strain, he said, citing unnamed domestic and foreign experts. The World Health Organization sent a team of scientists and advisers to Ukraine this week to investigate the outbreak.

The country’s Council for National Security and Defense is taking over management of the epidemic now, Yushchenko said, adding that the government has failed to control the spread of illness from the western Ternopil region. :hmm

‘Scared’

“Everyone is scared,” said Hryhoriy Stasiv, chief medical doctor at a division of Lviv’s First Clinical Hospital, in a telephone interview. “We don’t have masks. We don’t have medicines. We see on TV that drugs are on the way, but it’s been a while and they’re still not here.”

Ukraine, an eastern European nation with 46 million people that borders the European Union, has asked the U.S., the EU, NATO and neighbors for anti-flu drugs. Poland and Slovakia sent protective masks and Roche Holding AG’s drug Tamiflu after Yushchenko said the country couldn’t fight an outbreak of pandemic influenza alone.

Tamiflu has arrived at the hospital in Lviv, near the Polish border, though the medicine can only be used for severe cases of people confirmed to have H1N1, or swine flu, said Natalya Pohmurska, a doctor who works there. Because the local laboratory is closed, samples have to be shipped to Kiev, and take three days to return with a result, Pohmurska said.
:gah
Garlic and Honey

“I tell my patients to eat garlic, honey, herbal tea, cabbage and take lots of vitamins,” she said. “We lack masks. We got six for the week. Although they’re supposed to be used once, we wash them and iron them to be able to re-use them.”

Ukraine’s government closed schools and banned public events on Oct. 30. In Kiev, the capital, people wear masks on the streets, pharmacies hang handwritten signs that read “no masks for sale” and theaters are shut. The Health Ministry today said the death toll rose to 81, up from an estimated 71 yesterday, according to a statement on its Web site.

The hospital in Kamyanets-Podilskyi, in southwestern Ukraine, sent home patients scheduled for non-urgent surgery and turned units devoted to drug and alcohol addiction into wards for flu patients, said Tetyana Ocheretenko, a local doctor.

“We weren’t ready for this outbreak,” said Kaminskyi, the doctor from Chernivstsi. :rant :flame

Ukraine’s 2009 state budget devoted 10 times less money to combating epidemic outbreaks than in the previous year. The money allocated to epidemics was 500,000 hryvnia ($60,423), down from 5 million hryvnia a year ago, according to the Web site of the Ukrainian parliament. :wavey

Flu Pandemic

The WHO declared the first influenza pandemic since 1968 on June 11 after raising its alert level three times. A pandemic means a new flu strain is sweeping across the globe. Seasonal flu kills as many as 500,000 people a year worldwide, according to the Geneva-based United Nations health agency.

Laboratory tests in Kiev confirmed swine flu in 17 samples taken from patients, First Deputy Health Ministry Vasyl Lazoryshynets said yesterday. The WHO’s Collaborating Centre for Reference and Research on Influenza Samples in London received samples sent by the Ministry of Health in Ukraine, the United Nations health agency said. The laboratory will conduct confirmatory tests.

Influenza killed 96 Ukrainians

05/Nov/09

In Ukraine, the flu and its complications, said 96 people died at the meeting of the Verkhovna Rada Chairman of the Verkhovna Rada Committee on Health Bakhteyeva.

According to an UNIAN correspondent, she said, among the dead, six doctors, seven pregnant women and nine children.

In the report, the draft decree on urgent measures to fight the spread of pandemic influenza in Ukraine T. Bakhteeva noted that the Party of Regions insists that the 500 million UAH. were transferred to the regions for the purchase of medicines and medical supplies.

At the same time Chairman of the Verkhovna Rada Speaker Volodymyr Lytvyn repeatedly interrupted her, noting: "You are reported as the chairman of the committee, not as a member of the Party of Regions faction, and is a draft decree of the Ukrainian Parliament, not the Party of Regions faction, so let's stop political agitation" .

86 people have died in Ukraine from flu and respiratory infections, the
health ministry said on Wednesday [4 Nov 2009], in an epidemic the World
Health Organization said could be largely due to the pandemic (H1N1) 2009
influenza virus. The ministry said that almost half a million cases of flu
and acute respiratory infections had been recorded since mid-October 2009
in this country of 46 million, while 24 000 people have been hospitalised.
Some 148 000 cases have been recorded in the past 24 hours, it added.

The epidemic is concentrated in the west of the country, which borders 4
European Union states, but a growing number of cases are being reported in
the capital Kiev. "As the pandemic (H1N1) 2009 virus has rapidly become the
dominant influenza strain worldwide, it can be assumed that most cases of
influenza in Ukraine are caused by the pandemic (H1N1) 2009 virus," the WHO
said on Tuesday [3 Nov 2009].

Lyudmila Mukharska, Ukraine's deputy chief health officer, said the
authorities had confirmed that 5 of the dead had died of the pandemic [?]
H1N1 virus. She vehemently denied rumours that the west of the country was
suffering from an outbreak of plague
, saying that it was "H1N1 that is
circulating in Ukraine."

WHO has sent a team of 9 experts to Ukraine to help the authorities with
the situation. The country is suffering from an above-average infection
rate. Prime minister Yulia Tymoshenko has personally overseen a delivery of
anti-flu medicines in the middle of the night, and pro-Western President
Viktor Yushchenko even called on NATO for help.

"Many questions remain to be answered," said WHO. "The outbreak in Ukraine
may be indicative of how the virus can behave in the northern hemisphere
during the winter season, particularly in health care settings typically
found in Eastern Europe."

Via Javno, a Croatian news agency: Ukraine epidemic kills 109. Excerpt:

An epidemic of flu and respiratory infections raging through Ukriane has claimed 109 lives, with 14 of the deaths confirmed as linked to swine flu, health officials said on Friday.

Meanwhile, an expert from the World Health Organisation suggested that thousands more patients in Ukraine's hospitals could be infected with the A(H1N1) virus that causes swine flu.

A total of 763,000 people have fallen ill with flu and acute respiratory infections in the epidemic in recent weeks, with 34,000 of them hospitalised, the country's top sanitary doctor Olexander Bilovol told reporters.

He said 109 people had died, up from the previous toll of 95 deaths announced on Thursday.

"Thirty-two cases of A(H1N1) have been confirmed in the country, including 14 in people who died," Bilovol said. Earlier this week officials said there had been five deaths from the swine flu virus.

As many as 135 people have died from the flu and other acute respiratory viral infections in Ukraine as of November 6, including 25 who had died over the previous 24 hours, the Ukrainian Health Ministry reported on Saturday.

Since the moment the epidemic started to spread, 871,037 people have been diagnosed with flu and other respiratory viral infections, including 101,317 over the past 24 hours. As many as 39,603 of these people have been hospitalized, including 4,732 over the past 24 hours, and 317 are in intensive care.

WHO Continues To Deceive: Assumes That Ukraine Plague Is H1N1 Swine Flu

The World Health Organization (WHO) is continuing to deceive the world by stating sweeping assumptions about the Ukraine pandemic. Despite huge differences in transmission and deaths rates, the agency stated Tuesday that it was valid to assume that most of the cases of influenza reportedly combing through the Ukraine were caused by the pandemic A(H1N1) virus.

snip

Infectious disease expert Dr. Donald Lau explained that the chances of the Ukrainian pandemic being the same H1N1 virus that has infected the world are very low. “The statistical probability of this being the same H1N1 virus are infinitesimally small.” Dr. Lau stated that the high viral transmission rates are extremely unusual for H1N1 and there is almost certainly some type of new virus, or a lethal recombination that has occurred.

“Judging from the symptomology of the reported victims, it seems highly improbable that there are less than one-hundred deaths considering the amount of infections stated,” said Lau.

snip

Almost 500,000 cases of influenza and acute respiratory illness have been reported, according to approximate but official Ukrainian figures cited by the WHO.

“Given the potential significance of this outbreak as an early warning signal, WHO commends the government of Ukraine for its transparent reporting and open sharing of samples,” the UN health agency said in a statement.

“As the pandemic virus has rapidly become the dominant influenza strain worldwide, it can be assumed that most cases of influenza in Ukraine are caused by the H1N1 virus,” the agency said.

snip

“Many questions remain to be answered,” the WHO said.

“The outbreak in Ukraine may be indicative of how the virus can behave in the northern hemisphere during the winter season, particularly in health care settings typically found in eastern Europe,” it added.

As this Interpol release discloses, a full scale bioterrorism exercise was being conducted by the agency in Central and Eastern Europe, including in Ukraine, just one month before the emergence of the mystery epidemic now sweeping the country.

Quote:
International Bioterrorism Tabletop Exercise

In September 2009, senior law enforcement officials, health care professionals and experts from international organizations joined their forces to confront a chilling crisis – the plague had just been unleashed on their countries by unknown evildoers.

Participants in the Black Death scenario were faced with a fictional, intentional plague attack involving countries from their region, with the exercise designed to assist them in identifying critical co-operation and co-ordination issues which could hinder a quick and successful response to such an attack in real life.

Pneumonic Plague Drill Held in Illinois

Kurt Nimmo

In Lake in the Hills, Illinois, police will conduct a drill to combat a fictitious pneumonic plague on Saturday. “The Lake in the Hills Police Department is carrying out the test as part of a grant from the McHenry County Department of Health for its emergency health plan. In case of a biological terrorist attack or widespread disease outbreak, the site would be able get medicine to the community, Lake in the Hills Chief of Patrol Services David Brey said,” reports the Northwest Herald. Brey said officials picked pneumonic plague for the scenario “so it would have nothing to do with the swine flu.” Some believe the “mystery illsness” afflicting Ukraine is pneumonic plague.

In Ukraine, the pneumonic plague is not fictional, although officials in that country insist the disease is a mutated version of the H1N1 virus, not pneumonic plague. Over the period of six days, the mystery disease has afflicted more than 500,000 people. The plague or virus in the Ukraine has 10 times the mortality rate than the normal swine flu. In late October, officials in Ivano-Frankivsk, a city located in southwestern Ukraine, characterized the outbreak as pneumonic plague. Pneumonic plague is caused by bacterium and is more virulent and less common than bubonic plague.
