The office of Emergency Response in the district of Desniansko, Kiev, are tonight (30th Oct.) strongly refuting reports that light aircraft were spraying a substance over the city intended to counter a “swine flu pandemic” in Ukraine.

It was reported that light aircraft were seen over the Forest market area of the city (close to the Forest metro station) and they were spraying an aerosol substance intended to “counter swine flu”, this of course would constitute forced medication of the population.

The editors of local newspapers in Kiev received dozens of phone calls from concerned residents and shop owners in the Forest market area of the city reporting they had observed several light airplanes circling in the sky during the day spraying an unidentified aerosol into the atmosphere.

Retailers and local business people reported they were advised to “stay indoors” during the day by local authorities.

Local newspapers contacted government administrators in Kiev and were told that “no permission had been granted today (30th Oct.) for small aviation aircraft to fly within the city limits”. Also local FM radio stations in Kiev were regularly refuting the reports during broadcasts today, apparently under duress from local authorities.

Reports of helicopters and light airplanes spraying aerosols over Kiev, Lviv, Ternopil, and other cities throughout Ukraine are tonight flooding online forums and websites, hundreds of people have verified the reports with their own eye-witness accounts.

On 30th October President Viktor Yushchenko ordered the Ministry of Defense to establish mobile military hospitals throughout Ukraine, to assist and provide “essential medications” to people with swine-flu. Yushchenko has also ordered medical personnel from the reserve defense forces to report for duty.

An order from President Yushchenko is expected soon that will effectively place Ukraine under “martial law”.

“Due to the complex epidemiological situation in the western regions of Ukraine, where tens of thousands of people have become ill, thousands are in hospital, and dozens have died.”

Nine regions of Ukraine have declared a quarantine around the country and public events have been banned (including the elections).The Clergy have been ordered not to hold any Church or religious services on Sundays or to gather a congregation for any reason whatsoever. Police are also enforcing the compulsory wearing of protective face masks, any driver caught not wearing a mask faces harsh legal penalties.

Earlier, health authorities in western Ukraine reported a “severe outbreak of UNIDENTIFIED Influenza, suspected by doctors to be a form of viral pneumonia”. The disease has already claimed a number of lives in the region. In Lviv, schools have been closed and authorities are conducting emergency meetings to determine how to deal with the outbreak.

Nov. 2 (Bloomberg) -- The World Health Organization sent a team of experts to Ukraine today to investigate an outbreak of respiratory disease that’s sickened a quarter of a million people and left pharmacies without masks or flu remedies.

A group of epidemiologists, physicians, laboratory technicians and communications advisers is scheduled to arrive tonight in Kiev, Gregory Hartl, a WHO spokesman in Geneva, said in a telephone interview today.

Ukraine faces an outbreak of flu-like illness that’s killed at least 67 people and infected 255,000, according to the country’s first deputy health minister Vasyl Lazoryshynets. About 22 patients tested positive for swine flu, Lazoryshynets said. It’s “difficult to tell” whether the pandemic H1N1 virus is responsible for all the cases, according to Hartl.

“There are a lot of unknowns,” he said. The crew of experts will collect samples from patients and send them to the WHO’s influenza collaborating center in London for diagnosis. The WHO may have more information on Nov. 4, Hartl said.

Ukraine’s government has closed schools and banned public events. In four of Kiev’s 10 districts, a majority of drugstores posted handwritten signs in their windows that read “no masks.” A central information line for the city’s drugstores said yesterday most stores had run out of protective masks or flu and cold remedies such as paracetamol, called acetaminophen in the U.S., and new supplies were expected later in the week.

Onions, Garlic and Lemons

The streets of Lviv, the city near the Polish border that’s reported the most cases, were empty yesterday, with museums, restaurants and stores closed, said Halyna Shymanska, a 47-year- old doctor. Shymanska, who runs a private ultrasound diagnostics office in nearby Truskavets, said pharmacies have run out of masks as well as antivirals and basic flu medicines.

“People are relying on folk remedies like onion and garlic,” she said in a telephone interview.

Garlic and lemons, also used as a flu remedy, are now scarce in the town of Cherasky, in central Ukraine. The price of a kilogram (2.2 pounds) of lemons there has quadrupled to 50 hryvnia ($6.10) in the past week.

About 15,000 people are being treated at hospitals across Ukraine, Lazoryshynets said at a press conference in Kiev today.

Ukraine has asked the U.S., the European Union, NATO and neighbors for anti-flu drugs. Poland and Slovakia sent protective masks and Roche Holding AG’s drug Tamiflu to Ukraine after President Viktor Yushchenko said the country couldn’t fight an outbreak of pandemic influenza alone, according to a statement from the government.

‘A Bit of a Flap’

H1N1, a new flu strain that’s evolved in pigs, humans and birds, has sickened at least 440,000 people and killed over 5,700 since it was discovered in Mexico and the U.S. in April, the World Health Organization said last week. The WHO estimates seasonal flu causes up to 500,000 deaths a year.

“It’s a bit like Mexico in the beginning,” said John Oxford, professor of virology at Queen Mary’s School of Medicine and Dentistry in London, adding that Ukrainian authorities may not have the scientific resources they need to observe the outbreak closely. “One’s first reaction is that not due to any fault of their own, they’re getting into a bit of a flap.”

It’s unlikely that the virus has mutated and become more deadly, according to Oxford. “It doesn’t fit with the experience of other countries at the moment, so why should the Ukraine be different,” he said.

An analysis of early data on the outbreak suggests severe cases and deaths in Ukraine occurred among adults aged between the ages of 20 and 50, according to the Geneva-based WHO.

The U.K. Health Protection Agency estimated on Oct. 29 that about 521,000 of the country’s 61 million residents have gotten the virus since the pandemic began, and 137 of them have died. That’s a death rate of 0.03 percent, similar to the one Ukraine’s numbers indicate.

Across the Black Sea, Bulgaria also said it was hit by a flu epidemic, closed schools and banned gatherings, the Sofia News Agency reported, citing Angel Kunchev, head of the health ministry’s department of control of communicable diseases.

KIEV (AFP) - Ukraine raised its death toll from flu and respiratory problems on Monday, while Kiev's mayor suggested a Champions League match should be played without spectators amid a swine flu scare.

Kiev had made an urgent appeal to world powers for help battling the spread of the A(H1N1) virus on Sunday, after declaring 60 people had died of respiratory complications and flu.

The health ministry put this figure at 67 on Monday, without detailing when the deaths took place or explaining the jump in the toll.

"Sixty-seven people have died," deputy health minister Vasyl Lazoryshynets said, adding that this figure "did not differ much" from previous years.

He said 255,000 cases of flu and acute respiratory illness had been registered among the country's population of 46 million. Of those 15,000 people were hospitalised, he said.

The Ukrainian government's announcement last week that it was implementing the toughest measures yet in Europe to combat swine flu led to panic, sparking a run on pharmacies.

Authorities in Ukraine's eastern Donetsk region have ordered employees of medical centers, shopping centres and public transport to wear masks over the next three days, Interfax news agency reported Monday.

Kiev's mayor meanwhile suggested the Champions League match of Inter Milan and Dynamo Kiev later in the week should take place in a stadium empty of football fans to prevent contagion.

According to the health ministry, only 22 cases, including one death, have been confirmed as the A(H1N1) virus, widely known as swine flu. The country's National Security Council however puts the number of dead at four.

Alarm over swine flu has become a political issue in Ukraine as the country gears up for January's presidential election, with each candidate striving to take the lead in managing the health scare.

Prime Minister Yulia Tymoshenko ordered a three-week shutdown of schools and universities, while her rival, President Viktor Yushchenko, asked the United States, the European Union and NATO for drugs and equipment to fight the virus' spread.

Ukraine has also ordered 16 tonnes of the antiviral drug Tamiflu from Switzerland.

On 28 October 2009, the Ministry of Health of the Ukraine informed WHO, through its Country Office in Ukraine, about an unusually high level of activity of acute respiratory illness in the western part of the country, associated with an increased number of hospital admissions and fatalities.

On 30 October 2009, the Ministry of Health of the Ukraine announced the confirmation of pandemic (H1N1) 2009 virus infection by RT-PCR in eleven out of 30 samples obtained from patients presenting with acute respiratory illness in two of the most affected regions. Tests were performed in two laboratories in Kyiv, including the National Influenza Centre. Confirmatory tests will be performed at one of the WHO Collaborating Centres for Influenza.

The situation is quickly changing with increasingly high levels of acute respiratory illness (ARI)/Influenza-like-illness (ILI) activity being observed in Ternopil, Lviv, Ivano-Frankivsk, and Chernivtsi regions. The higher levels of transmission in these regions corresponds to an increased number of hospital admissions and fatalities associated with severe manifestations of acute respiratory illness.

As of 30 October 2009, over 2,300 individuals have been admitted to hospital, including over 1,100 children. One hundred and thirty one (131) cases have required intensive care, including 32 children. As of 31 October 2009, a total of 38 fatalities associated with severe manifestations of ARI have been registered. Preliminary epidemiological data analysis indicates that severe cases and deaths primarily occur among previously healthy young adults aged 20 – 50 years. Fatal and severe cases are reported to have sought medical attention 5 to 7 days after onset of symptoms.

International experience of the (H1N1) 2009 pandemic to date, especially from the Southern Hemisphere, has shown that poor clinical outcomes are associated with delays in seeking health care and limited access to supportive care. In addition, this virus has also shown its ability to cause rapidly progressive overwhelming lung disease which is very difficult to treat.

Public health measures recommended by the Ministry of Health of the Ukraine across the entire country include: social distancing (school closures and cancellation of mass gatherings); enhancement of surveillance activities; increased respiratory hygiene; and continuation of the vaccination campaign against seasonal influenza targeting at risk groups.

The Government of the Ukraine has activated coordination mechanisms to respond to the rapidly evolving situation, including the harmonization of response plans across all administrative levels.

In response to the request from the Minister of Health of the Ukraine, WHO is deploying a multi-disciplinary team of experts to assist national authorities in mitigating the impact of the pandemic. The team comprises of the following expertise: health emergencies coordination, case management, epidemiology, laboratory diagnostics, logistics, and media/risk communications.

As per WHO's communication in May 2009, there is no rationale for travel restrictions because such measures will not prevent the spread of the disease.

Travellers can protect themselves and others by following simple recommendations aimed at preventing the spread of infection such as attention to respiratory hygiene. Individuals who are ill should delay travel plans and returning travellers who fall ill should seek appropriate medical care. These recommendations are prudent measures which can limit the spread of many communicable diseases and not only the pandemic (H1N1) 2009 virus.

Anyone closely following the news on swine flu will have noticed that there are conflicting stories of an advanced pandemic outbreak in Ukraine.

While the mainstream media is reporting that it is a surge in H1N1 influenza, alternative media sources are reporting that it is a new unidentified virus, while other reports cite witnesses in Ukraine who say there is no evidence of a pandemic at all.

Last week, according to mainstream reports, such as this one by AFP, Ukraine confirmed its first swine flu deaths, prompting Prime Minister Yulia Tymoshenko (pictured) to implement a lockdown, including a ban on public gatherings, restrictions of movement between regions, imposed quarantines in nine provinces and the closing of schools, churches and cinemas.

President Viktor Yushchenko has reportedly asked the United States, the European Union, NATO and Ukraine’s neighbours for drugs and equipment to fight the spread of the virus, according to a statement released by his office.

Other reports have stated that Yushchenko has asked the Defense Ministry to prepare mobile military hospitals to deal with the outbreak, prompting fears that Yushchenko will soon effectively place Ukraine under martial law.

However, according to reports today, Prime Minister Tymoshenko has attempted to reverse the panic by announcing that there is no swine flu pandemic in the country at all, and that it is down to “media hysteria” and “politicians’ populist statements” in the run up to January elections.

“I want to underline that we are having a seasonal flu epidemic, which occurs every year,” Tymoshenko told a government meeting also attended by heads of pharmaceutical companies and medical equipment producers.

The pro-western government of Ukraine is charging that the “lockdown” is being overplayed by opposition politicians.

A World Health Organization team visiting Ukraine has also announced that there is no evidence that the country’s outbreak is particularly severe, observations that dovetail with eyewitness reports from people in the city of Lviv, one of the supposed worst affected areas, who have said that nothing out of the ordinary is occurring in Ukraine.

Some political analysts also believe that the “pandemic” is political hype.

“Right now all the candidates are weighing their political options, looking around for a theme, and this is a very hot topic right now. The panic is there, and they are acting on it,” said Konstantin Bondarenko, director of the Gorshenin Institute, a political think tank.

The Ukrainian health ministry has now said that 22 out of a total 67 deaths from flu or acute respiratory illness have been confirmed as caused by the H1N1 virus. Given that the country has a population of 40 million, that figure can hardly be classed as a worrying one.

Another twist in the take comes in the form of various reports that have suggested that the Ukraine has actually been hit by an unknown new virus.

“The H1N1 virus which causes Mexican flu has been ruled out,” Radio Netherlands Worldwide reported over the weekend.

Ukraine Health Minister Vasyl Kniazevych backed this up in statements to the National Radio Company of Ukraine, indicating that the virus is not H1N1. “The minister noted that the main objective is to identify the virus causing the disease, which is expected to take several weeks.”

Knyazevich has also suggested that the virus could be an already discovered but different form of influenza, the so-called California A/N1N1 flu.

While others have said the virus constitutes a pneumonic plague, some suggest the virus is a more virulent strain of H1N1, claiming that the virus has an affinity for the lungs and that the way it attacks young people strongly suggests it is a virulent form of H1N1.

Another report suggests that eyewitnesses in Ukraine have reported seeing light aircraft spraying an unidentified aerosol over the city of Kiev, which they believe is linked to the so called “outbreak”. The office of Emergency Response in Ukraine has refuted the claims.

Whatever is really going on in Ukraine, the news has sparked a flurry of reports from conspiracy based websites that are citing a warning made in August by a man called Joseph Moshe, who claimed to be a former Mossad microbiologist.

Moshe hit the headlines when he was arrested after a long standoff with police in LA because he had supposedly made threats against the White House.

Shortly after his arrest, hundreds of comments and reports began to circulate stating that Moshe had called into a radio show to warn people about a biological weapon that was being prepared by Baxter International’s Ukraine plant that would be spread via a flu vaccine and would cause a plague upon it’s release.

Moshe’s identity as a microbiologist does seem to be verifiable, and Baxter certainly does have a presence in the Ukraine, as this page with Baxter’s contact information for it’s Ukraine office confirms.

Whether Moshe’s claims have any basis in truth is up for debate, however, it now seems an incredible coincidence that he fingered Ukraine as the location for a specific outbreak.

I live in Kiev Ukraine. I teach English part time. I went to my school friday and the headmaster told me the school will be closed for 3 weeks. I haven’t gone anywhere then but the store. This morning I woke up with a severe cough in my chest.

I don’t have most of the symptoms of swine flu, just a little weak, a cough and maybe a little fever.

What scares me a bit is all this talk about Joesph Moshe, and how he broadcast a warning about Ukraine making a bioweapon disguised as vaccine, and how the media didn’t mention that he’s a microbiologist, and the fact that they practically sent the whole nazi LA police department to get him out of his car.

sure would like to see the evidence that he threatened to bomb the white house!

what scares me a LOT is that my wife is pregnant.

There is strong anecdotal evidence that vitamin D is protective against swine flu (if what’s happening in Ukraine is swine flu). Dr. John Cannell executive director of the vitamin D council notes two emails he has received from health care practitioners indicating vitamin D is protective. While not controlled clinical trials the number of patients involved is not small and the effect from vitamin D is large and statistically significant. Got vitamin D? You can read more on it here

I’ve been watching this one for several days, reading first-person accounts out of the Ukraine. There is a deadly illness that is spreading so fast that vast parts of the country have been quarantined. So far, there’s no mention of it yet in our mainstream media.

Ukrainian officials have been instructed to call it “swine flu”, but it’s symptoms are much more like the 1918 Spanish flu. People are dying quickly after becoming ill, respiration becomes impossible because their lungs fill with blood. Has H1N1 mutated? Pretty dang horrifying.

There are almost 200,000 people sick from the disease, and about 15,000 hospitalized. The government has closed schools, quarantined at least 9 major regions, banned public events and put the January electoral campaigns on hold. There is no flu epidemic in Hungary but the epidemic in Ukraine may create an emergency situation, the health minister said on public television late on Sunday.

Previously, the virus was expected to arrive in Hungary from the west and south, the minister said. Currently there is no epidemic in Hungary, he added.

Last week, around 14,600 people reported to suffer from flu-like symptoms, less than the week before. An epidemic is declared when the number of new cases reaches 20,000 a week.

Chief medical officer Ferenc Falus said that so far the demand for new flu vaccination had been low. At the same time, there is a vaccine and medicine shortage in Ukraine and Hungary is ready to help, he added.

Hungary has already offered to take care of the vaccination of Ukrainian border guards and customs officers working at the border with Hungary, Falus said.

The Hungarian Red Cross has also offered to help, supplying masks and medicine to eastern Ukraine, home to an ethnic Hungarian community.

A Szonda Ipsos survey released on Sunday shows that 73 percent of Hungarians do not wish to get vaccinated against the new flu. The 18 to 39 age group is most averse to vaccination, with 86 percent of people rejecting it.

According to the survey carried out by phoning 500 people on October 30, some 27 percent of those who reject vaccination said they feared its side effects more than the flu itself. Some 23 percent said they were generally against vaccinations and 21 percent said they would not be infected anyway.

60 people have already died in Ukraine. Ministry of Health requests silence (updated at 11:19 am)

According to the latest data of Ministry of Health, as of 05:00 p.m. on Sunday, October 1, the number of people who are ill with influenza and acute respiratory disease in Ukraine, have increased to 191,000 people, 83,000 out of them are children under 18 years.

More than 7,000 people have been hospitalized. Out of them 123 people are in intensive care department. As a result of the epidemic, 60 people died in the Ternopil, Ivano-Frankivsk, Chernivtsi, Lviv and Volyn Regions. In the Volyn region, in particular,the first fatal case has been recorded. The greatest number of deaths is in the Lviv Region – 29 people.

Health Minister Vasyl Knyazevych urges politicians not to raise panic around the influenza epidemic within a week “We have problems, as well as throughout the world,” – said Minister in the air of 1+1. “I would ask the politicians to give an opportunity in the broadcasting, I appeal to the leaders of air, to give doctors an opportunity to speak”, – said Vasyl Knyazevych.

SHOCK! Minister of Health hides preparation for swine flu!

Today many people are trying to assure all of us (and especially the media) that there is no catastrophic situation in Ukraine and it is not necessary to say who is to blame for it. We are not going to blame, we just want to remind the statement made by the director of the Ministry of Health of Ukraine, on April 28 2009. Vasyl Knyazevych stated the following (quote): “The State will guarantee resistance to swine influenza and calls not to panic “. He also assured that “Ukraine has the appropriate medication for the treatment of this disease (swine flu). It has been studied and proven in laboratories, including Mexico and the United States ” But with all this, then head of the Health Ministry declined citizens to call it: “If I have you saying this drug, it will be immediately sold out. I claim you as a responsible man – we have a preparation.”

Ukraine is in a state of hysteria as a mystery flu epidemic grips the country in the run-up to presidential elections. Schools have been closed and there is a ban on public gatherings.

The situation is so bad, the mayor of Kiev is even planning to have the Champions League football match between Dynamo Kiev and Italian side Inter-Milan played behind closed doors on Wednesday evening. At the very least - at the least spectators will be asked to wear face masks.

The country ordered 650,000 doses of the anti-viral drug Tamiflu at the weekend and hundreds of thousands more doses are already on their way. Millions of face masks are also being produced.

The mystery of the unidentified flu virus in Ukraine, first reported by RNW on 29 October, has deepened. The websites of various conspiracy theorists are now even discussing the possibility that biological warfare experiments are the cause.

Rumours no surprise
Given that the Ukraine is still dealing with the consequences of the Chernobyl nuclear disaster ofin 1986, it’s unsurprising that such rumours have arisen. But are they just rumours, or is there some substance to the claims?

In August 2009, a man called Joseph Mosse, who claims to be a former microbiologist with the Israeli intelligence agency Mossad, was arrested in Los Angeles, after having made threats against the White House.

Shortly after his arrest there were reports that he had called into a radio show with a warning about a biological weapon being prepared in the Ukraine by a company called Baxter International. According to these reports, Mr Mosse said that the weapon would be spread via a flu vaccine.

Facts vs theories
Credence is being given to these reports because Mr Mosse’s qualifications as a microbiologist are confirmed by his research profile on this website. There is also a story doing the rounds that a light aircraft has been spotted spraying an unidentified substance over the capital, Kiev, but this has been denied by the country’s Office of Emergency Reponse.

However, this is only one of the current theories. Some political analysts believe that talk of a pandemic is hype generated by opposition politicians in the run-up to elections in January, and the Ukrainian government is playing down the claims. The government’s stance is supported by the World Health Organisation, which has sent a team to the Ukraine, and reports no evidence of a severe outbreak of flu, beyond the normal level for this time of the year.

Waiting for the outcome
The Ukrainian Health Minister Vasyl Kniazevych told the national radio station that he believes the as-yet unidentified virus could be one that has already been discovered and is known as California A/H1N1 flu. This is thought to be a more virulent strain of the H1N1 virus. The minister says that efforts to identify the mystery virus are expected to take several weeks. The various competing theories will no doubt continue to circulate as Ukraine and the rest of the world await the findings.

The above numbers are from the latest update from Ukraine. The number of infected patients has almost doubled to just under ½ million, compared to the report two days ago (see map). Hospitalized patients also have spiked higher, to 24K from 15K. ICU cases are not listed, but 60 on ventilators are. However, most (37) of those on ventilators are Chernivisti Oblast, but Lviv, which has the most fatalities and cases, has none, suggesting the data is incomplete or there are significant shortages of ventilators. The number of dead has risen to 81, but media reports describe additional fatalities, include those in the Kiev Oblast.

The explosion of cases again raises concerns that the number of fatalities is significantly higher than the 81 listed. Media reports have described an equal number of pneumonia fatalities which were not considered flu related. The basis of these exclusions remains unclear. Similarly, anecdotal reports suggest the number of fatalities is markedly higher than the 81 in the table.

The rapid rise in reported infections, hospitalizations, and deaths in the past few days raise concerns that the virus is transmitting very efficiently. Spikes in cases have been reported throughout the northern hemisphere, but the spike in fatalities and the frequency in hemorrhagic cases in Ukraine have raised concerns.

Earlier media reports suggest that an update by WHO might be issued today and include preliminary analysis of samples sent to Mill Hill in London.
